The purpose of a policy document is to set out a deliberate plan of action to guide decisions and achieve affirmative and long lasting outcomes. GBV policy documents are developed to improve efforts to prevent and respond to gender-based violence and may be targeted at interventions at local, national, international or organisational level.
A strategy document provides a “road map” for agencies to develop comprehensive programming in order to address the needs of survivors of GBV, as well as to address prevention efforts and advocate for gender equality.
The majority of agencies situate GBV policies within a wider gender policy framework and a few address GBV within or across a number of different policy areas such as civil society, equality, HIV/AIDS or social protection.
