Engage with civil society

Experience has demonstrated that local civil society organisations are key if gender inequality and abuses of power associated with GBV are to be effectively addressed. Such organisations understand the local culture and have access to contacts and resources not immediately available to international agencies.

In some situations GBV is strongly embedded in traditional culture and practices, while in others it is an instrument of war and conflict. Local organisations are best placed to understand these contexts, and to create awareness and to work with communities. For example, local community based human rights organisations are often best placed to document GBV abuses and to advocate governments, judiciary and communities. Further, if involved from an early stage local organisations can help international agencies to situate their work within the realities of local circumstances.
